Minutes of Wiveton Parish Council Meeting held on Monday 26th October 2009

 

Present:  J Ramm (Vice Chairman), P Adcock, R Allen  and S Beal

In attendance:  Councillor Marie Strong, Councillor Lindsay Brettle  and the Clerk

Apologies:  G Sayers, G Woodhouse and M Wakelin

Declarations of Interest   There were no declarations of interest.

 

1          Minutes  

 

The Minutes of the last meeting held on the 22nd September 2009 having been distributed in advance were approved and signed as a true record by the Vice Chairman.

 

2          Matters Arising

 

Village Green Surface Repairs The Vice Chairman informed the Councillors that all the funds had been received to pay the outstanding invoices for the first phase of the repairs to the village green.

 

Signage has now been erected to ensure visitors to The Bell are aware of the parking facilities.

 

Richard Allen asked if any donations had been received from parishioners towards the cost of the repairs to the village green.  The Clerk confirmed that no donations had been received.

 

Draft Shoreline Management Plan  Additional Consultation  The Clerk informed the Councillors that some additional drop in exhibitions have been arranged.  Due to considerable concerns raised that insufficient time for the public consultation had taken place, the consultation period has been extended to the 13th November.

 

Bus Stop  Steve Beal informed the Parish Council the provision of a raised bus stop ramp to accommodate disabled users would cost approximately £120 - £150 if the Councillors provided the labour.  If the work was to be carried out by S Beal Landscapes it would cost approximately £350.  The Councillors agreed that this project would be implemented at a later date if the need arose.

BT Payphones   An invitation to adopt the red telephone kiosk located near The Bell P.H. for £1.  The Councillors agreed to investigate further the adoption of the kiosk.

Planning Application – Wiveton Bell - To Construct Dormer Windows & External Staircase to Facilitate Conversion of First Floor Flat to Guest Bedrooms.   To date no decision has been received.

 

6          B N H S – Affordable Housing  Nothing further to report.

Village seat   Following the offer of a memorial seat for Wiveton Downs which it had been agreed was not a suitable site; an alternative site in the village would be investigated.  Further thought into the most appropriate place would be considered for this generous offer.

 

Flood Sirens  A meeting has been arranged for the 15th December for Councils to attend if they were considering retaining their flood sirens.

 

Chair of Meetings 

In order to give Godfrey a break from chairing meetings and to give the Councillors experience in chairing the Council Meetings it was agreed at a previous meeting that over the next 6 months the Councillors will each take a turn to chair the Parish Council Meetings.

 

Gail Woodhouse will chair the meeting in November.

Report from Councillors Lindsay Brettle

 

At present, the overriding issue for the District Council is the budget.   The government and opposition have left the Council in no doubt that financial cuts will be required.   This, combined with the inevitable effects of the recession, results in a challenging outlook.   Forward planning is now progressing - all officers, staff and elected members have been briefed on various ways to maintain stability and standards to deliver services which the council tax payers expect and merit.   It does not help that the Local Government Review has still made no decision on unitary local government.

North Norfolk Shoreline Management Plan - the public consultation period now ends on Friday, 13th November.

 

Councillors and officers at Cromer have attended a course promoting equality and valuing diversity.   This not only addressed community issues but support for disabled and older people especially in rural areas.

 

North Norfolk Area Museums Committee met at the Railway Institute at Holt and had the opportunity to see the fascinating and beautifully displayed exhibits and the restored 1887 railway coach.   Education Outside the Classroom on the Poppy Line World War II Evacuation 1939 is their latest project- details www.poppylineducation.com.   The Area Museum Officer reported on events organised for children, including the well supported schools' programme with its emphasis on local history study.   Guided local walks and Workshop Events for Adults are also available - contact cromer.museum@norfolk.gov.uk, www.museums.norfolk.gov.uk or telephone 01263 513543.

Shoreline Management Plan:

The consultation period has been extended until 13 November 2009.  There will also be an opportunity to view the plan at:

The Maltings, Staithe St, Wells from 2.00 - 8.00pm on Tuesday 20 October. Additionally at 3.00pm, 5.00pm and 7.00pm there will be a short presentation, information as to changes made to the plan and an opportunity to ask questions. If you are submitting any comments to the Environment Agency I would appreciate a copy for the next meeting regarding the SMP at County Hall.

 

 

 

 

Flood Sirens:

Parishes with a siren have been asked if they wish to retain the siren.  It would be advisable for Parishes to request more detailed information and to meet with County Council officials to discover the detailed implications.

 

Smoke Alarms:

Fit a working smoke alarm or risk drowning in toxic smoke is the stark message being delivered by fire and rescue services across the east of England today.  It takes just two to three breaths of toxic smoke in a house fire to render you unconscious.  Fit a smoke alarm, test it weekly, plan an escape route in the event of a fire.  You can get a free home fire risk check from your local fire and rescue service. 

 

Community Composting Scheme:

The County Council is encouraging composting as a way to reduce waste. One advantage of the scheme is the availability of recycling credits. A 'brochure' giving full details is with the Clerk.  

 

Electric Blankets

County Council Trading Standards Service strongly recommends electric blankets are tested.  Last year more than half the blankets tested failed safety checks. Sometimes it is the age of the blanket, sometimes they way it has been stored – be safe and have the blankets checked.

 

Green Travel Week

Of interest to parents and grandparents during the coming week 5-9 October Pupils are being asked to imagine a world without a car.  Ask the youngsters if they are involved in ÔTravel TrumpsÕ or ÔSteppers SafariÕ.
