Minutes of Wiveton Parish Council Meeting held on Tuesday 18th
March 2008 at 7.30pm
Present: G Sayers (Chairman), J Ramm (Vice Chairman), G Woodhouse, R Allen,
S Beal, P Adcock and M Wakelin
In attendance: Councillor Derek Baxter, Councillor Brettle and the Clerk.

2 Matters
Arising
2:1 Affordable Housing No
further progress to report.
The Chairman expressed his concern that Anglian Water are a private company with share holders and profits to consider and that the cost of a new pump (bound to be considerable) set against the relatively small number of properties affected may result in a promise to send out engineers whenever it happens rather than fixing the problem.
2:3 Signage
The Chairman informed the Councillors that he has supplied East Coast
Casting Co Limited with a specification of the signage. The pattern will cost £221.00 and each
sign will cost £120.
2:4 Flood Warning / Consultation
Report
The date for the meeting re the flood warning review is still to be
agreed.
3 Correspondence
Tracey Bayfield PTA re signage on Wiveton Road - The Chairman had sent the following
response:
The speed of traffic
through Wiveton has been of concern to the Wiveton Parish Council for sometime
now. However, the consensus at the
moment (obtained through our VDS questionnaire) is that the absence of the many
entrance and repeater signs that come with speed limits is one of the reasons
that Wiveton retains its very special character.
The other issue that
concerns us with speed limits is that because there are so many now, (almost
every village now has one) is that they just do not work; unless there is a
clear indication that transgressors will be caught the limits are ignored by
those who drive too fast.
Nevertheless, Wiveton
Parish Council have not given up and are currently in the process of obtaining
new signs commissioned and paid for by the Parish Council that offer a more
original approach. These we think
will catch peopleÕs attention, make them think, and thereby act to curb their
speed.
You also mention the
speed of traffic entering Blakeney from Wiveton, this of course is a different
matter as this traffic is travelling along an open country road where the speed
limit is 60mph. Traffic engineers when making appraisals for speed limits look
for traffic to be travelling at what is called the 85th percentile speed of
what is safe for that particular stretch of road, in other words if 85% of the
traffic is travelling at 30 mph or less they will recommend a speed limit.
Clearly the traffic along this stretch is far in excess of that so a speed
limit for this stretch of road would probably be quite difficult to obtain.
Having said all this
however, I am sure that Wiveton Parish Council will be sympathetic to your
concerns and will discuss this matter thoroughly; it may be possible to modify
or extend the new signage we are obtaining to help.

The Councillors unanimously approved reimbursement to the Chairman of £125 towards the cost of the purchase of software to enable upgrading of his computer for the provision of the Parish Council web page.

Planning
Wiveton Hall Farm, Marsh Lane – Variation of Condition 6 of planning permission 20061710 to remove requirement for planting of hedge and trees. - The Councillors agreed that the requirement for the planting of a belt of trees should be amended as they felt the planting of a few trees would suffice rather than a complete belt of trees.

Report from Councillor Brettle
Unitary
Proposals – The Boundary Committee has now provided leaflets and posters
to be used to publicise the Local Government Review in Norfolk and
Suffolk. All Parish Councils will
be contacted and they and the public will be consulted.
The
District Council has sent out letters to all Parish Councils concerning the
street name signage asking to be notified of any defects or deficiencies.
Norfolk
County Council is at present consulting locally on Mineral and Waste Local
Plans.
Flood
Sirens – the most useful meeting and discussions have now been
completed. A report will be
available as soon as possible.
The Post
Office will submit their list of proposed closures in the area 25th/26th
March. Then there will be a six
week consultation.
