Minutes of Wiveton Parish Council Meeting held on Tuesday 15^th May 2007 at 7.30pm

Declarations of Interest The Chairman and Steve Beal declared an interest in item 8 Parish Land.

1 Minutes

The Minutes of the last meeting held on the 19^th April 2007 having been distributed in advance were approved and signed as a true record by the Chairman Godfrey Sayers.

2 Election of Officers

Chairman : Godfrey Sayers was unanimously elected.

Vice Chairman : John Ramm was unanimously elected

3 Matters Arising

3:1 Wiveton Stone Bridge

The Chairman had no further progress report regarding the work on the bridge which is to be re-done.

3:2 Joint Annual Meeting between the three principle village organisations i.e. the Parish Council the Parochial Church Council and the Raulf Greenaway Trust to examine ways in which these groups can work together had taken place on the 24th April. The meeting had been well represented with a number of representatives from each of the above organisations.

The principle idea that came out of the meeting was to form a care-line scheme in the village to help keep an eye out and look after its elderly and frail parishioners. A small sub committee is to be formed to help run the scheme. It was also agreed to hold an annual joint meeting.

3:3 Village Party - An invitation to invite parishioners to make a donation towards the Village Street Party will be distributed to everyone in the village. A number of donations have already been received totalling £110. It was suggested that it would have been helpful if the invitation to contribute to the party had indicated the amount needed. The Chairman explained it was entirely up to individuals as to how they wished to give.

The date of the village party has been agreed for Friday 31^st August.

3:4 Affordable Housing Nothing further to report as Mary Wakelin was unable to attend the meeting.

3:5 Village Green At the last meeting the Chairman had informed the Councillors that he had been to see the new owners of The Bell and they appear to be amenable to the suggestion regarding a donation towards the cost of the upkeep of the village green which is used extensively by the customers that frequent The Bell. Following the recent Parish Council elections the new Council were in agreement that negotiations should now be pursued as there is now the need for maintenance work to be carried out to the surface of the village green which it was felt has occurred due to extensive use of the green by the visitors to Wiveton Bell.

4 Allotted Land

John Ramm Chairman of the allotted land committee went through the minutes of the recent allotted land committee meeting which are detailed blow:

Minutes of the Allotted Land Committee Meeting held on 27^th March 2007

Present: John Ramm (Chairman), J Ratcliff, P Adcock, M Wakelin, R Allen, S Beal (part)

Before the commencement of the meeting in the Parish Room an inspection of the Allotted Land rented by Godfrey Sayers, Steve Beal and Gary Mears was carried out and the following areas of concern were highlighted:

• The Committee was very disappointed with the general state of the allotted land.

• The bottom end of the allotted land area was very overgrown and a considerable amount of rubbish had accumulated under the vegetation.

• The tenants should be requested to clear all of the rubbish away.

• The trees at the bottom end of the allotment area are in need of coppicing and some to be removed altogether which will enable access to the true boundary of the east end of the allotted land area

• Although it was appreciated that the tenants should finance the cost of the clearance of the rubbish, the Committee agreed that they should recommend to the Parish Council that the clearance of the vegetation, coppicing and or removal of the trees should be financed by the Parish Council.

• The large heap of garden vegetation etc to be burnt and the ground levelled and the ash to be disbursed over the bottom east end of the allotted land.

• The vast accumulation of grass cuttings to be dispersed over the bottom end of the allotted land.

• The old boat trailers and old boats that are no longer sea worthy to be removed. It is acceptable for anything that has a future use to remain on the allotted land.

• The Committee were in agreement that although they have no problem with the allotted land being used for business activities, the accumulation of items no longer in use would not be acceptable.

• The whole area of allotted land needs to be reviewed.

• Once the rubbish and vegetation has been cleared from the bottom east end of the allotted land it was suggested this could be made available for use for other tenants, at the moment it is just a ‘wasted area’

• S Beal felt that radical clearance of the bottom end of the allotted land would destroy the current wonderful wildlife area.

• It was agreed that sensitive management of the area was required and although it was good to have a wildlife habitat, this area was in fact, allotted land and should be used as such.

• Although it was suggested that the bottom area of land once cleared could be used for cultivation S Beal and P Adcock confirmed that the soil is very poor and in the past it has not been possible to successfully cultivate – many people have tried without success.

• The Chairman confirmed that there is no waiting list for allotted land at the moment.

• Formal tenancy agreements for the allotted land were drawn up and signed in 2001.

• There is an additional area that are allotments in the village but this area is rented by the following:

• Liz Ford 1/3^rd

• Andrea Beal 1/3^rd

• C Gomer 1/3^rd (Mr Gomer’s interest is to be clarified by Richard Allen)

• An additional area of allotment land adjacent to the cemetery is rented by John Ramm and

John High but this is used as amenity land for the village.

• Mary Wakelin confirmed to the Committee that parishioners wish to see transparency.

• The Committee Chairman (John Ramm) confirmed that as detailed in the ‘Parish Awards’ the area is not common land it is allotted land. The land was given to the village to be held in trust by the overseers of the poor (i.e. the Parish Council) to be let for commercial gain and the proceeds to be used for the poor of the village.

• The Chairman also confirmed that Godfrey Sayers and Gary Mears were not members of the Parish Council when they first became tenants of the allotted land.
