Minutes of Wiveton Parish Council Meeting held on Tuesday 17th
February 2009.
Present: G Sayers (Chairman), J Ramm (Vice Chairman), G Woodhouse,

2 Matters
Arising
Proposed Bus Stop Improvements Nothing further has been heard from NCC about his. Perhaps with the deadline for their compliance with the ÒDisabilities Discrimination ActÓ not due for another nine years they have other things to spend our hard earned council tax on.
A149 Coast Road Footpath The Chairman was pleased to report that work has just started on the A149 Coast Road footpath.
Village Green Surface Repairs A lengthy discussion took place regarding the damage to the surface of the village green and it was agreed that the repairs needed to be carried out as soon as possible.
S Beal had obtained a revised quote for the essential repairs to the surface of the village green.
Wells Safer Neighbourhood Area - Joint Meeting of Parish Councils The Clerk gave a brief report on the recent Joint Meeting of Parish Councils held at Binham Memorial Hall on Tuesday 10th February. 13 out of the 14 Councils were represented. The purchase and use of the speed gun in the villages including Wiveton was discussed at length and all Councils present agreed to put forward a proposal at their next Council meeting for a contribution towards the speed gun to be considered. The level of contribution had been worked out by the population in each village and the contribution for Wiveton was £13.24.
Other issues discussed were the
lack of attendance by the CPLOÕs at Council Meetings and unauthorised parking. It was agreed that another meeting
would be held on the 9th June at Binham Memorial Hall.
Wiveton Downs The Chairman was pleased to report the burnt out vehicle has been removed. However there continued to be an amount of rubbish from the vehicle i.e. broken glass, plastic etc. that has not been cleared away.

Association of Local Council:
Local Government Review for Norfolk – Re Unitary Status – the announcement from the Boundary Commission which was due on 13th February has been delayed. It is anticipated that the announcement will be made before 15th July.
4 Finance - The Councillors approved a contribution of £13.24 towards the cost of the speed gun that has been purchased by Wells-next-the-sea Town Council.
5 Wiveton
Flood Management Plan
The Chairman informed the Parish Councillors that the Wiveton Flood Management Plan is complete and will be distributed to all those at risk soon.
6 B N H S – Affordable Housing The possible provision of affordable housing in Wiveton is still progressing. John Seymour, Chairman of the B N H S is waiting to hear if funding is available from Broadland.
Surface Water Drain Concerns were expressed that the surface water drain located on the verge opposite the village hall was very deep and did not appear to serve a useful purpose in alleviating surface water and therefore it was agreed S Beal would fill it in.

Councillor Brettle
Yet again a further delay on the Boundary CommitteeÕs report to the Secretary of State. The latest date is now 15th July which allowing for Parliamentary summer recess, means October will be the earliest decision time.
The final Council Tax figure will be confirmed at Full Council on Thursday 19th February when the Police Authority will also give a presentation on local policing.
Parish Councils have received a draft of the Landscape Character Assessment for discussion. The purpose of this consultation is to inform decision making in areas such as planning, landscape conservation, management and enhancement. Branching out in your community – a leaflet has been sent to all Parishes to help encourage more partnership in local elections.
