Minutes of Wiveton Parish Council Meeting held on Monday 23rd
February 2010

Arising
Village Green Surface Repairs Steve Beal informed the Councillors that after discussions with Chris Wells it was hoped the remaining repairs to the surface of the village green will commence after Easter towards the end of April.
Due to the considerable damage incurred to the surface of the village green and in order to protect it an alternative parking areas is being investigated. Concerns were also raised regarding inconsiderate parking of large vehicles on the edge of the green which are causing an obstruction to other road user.
Concerns were also raised that people attending Church services are parking on the raised area of village green adjacent to the Church were the parking of vehicles is not permitted. Councillors were concerned that if people attending Church continue to park on this area will encourage other visitors to the village to do the same.
Bus Stop (provision of a ramp
for disabled access) Steve Beal informed the Councillors that a
mini digger will be available at the end of the week and this will be used to
strip out the grassed area and soil around the seat. Sleepers will be used to provide a raised hard surface as
soon as time allowed.

Wiveton Bell – The Chairman
informed the Councillors that some non-material changes have been made to the
recent approved planning application which has resulted in the balcony width
being reduced and the two doors have been incorporated into one wider door.
Jonelyn, The Street - Revised Plans The Chairman informed the Councillors that some revised plans are due to be submitted to the NNDC Planning Office.
Field View - Replace
Garage with Two Storey Wooden Building.
A pre planning application was submitted for consideration by the
Councillors before submission to the NNDC Planning Department.
The Councillors were not in favour of the proposed size and shape of the two storey dwelling. They felt that the proposed development could be improved with a pantile roof. The Councillors had recently objected to the proposed development of the garage at Jonelyn and agreed they must be consistent in their planning responses.
6 B N H S – Affordable Housing Mary Wakelin informed the Councillors that she had been contact with John Seymour, Chairman of BNHS and the location of suitable social housing land was still under investigation.

Wiveton Hall Cafe – Increased Traffic - John Ramm is to make enquiries with Desmond McCarthy to request a discreet notice to direct visitors to access the Cafe via the Blakeney Road.

Councillors Lindsay Brettle
John Denham, Secretary of State for Communities and Local Government, has announced that as a result of the Local Government Review in Norfolk, Norwich is to become a single unitary authority within the existing boundaries. The rest of the County will keep the local government structure as it is now. However, it would seem that this decision will be challenged on the grounds of lack of consultation.
This controversial decision flies in the face of the views of all the councils in Norfolk except Norwich itself and is opposed by the majority of the County's residents. It was also rejected by the Government's own independent advisers. This debate has cost taxpayers huge sums of money and who are now faced with having to pick up the tab for an unwanted reorganisation.
The NN Community Partnership's Annual Conference was held on 9th February. Presentations included: Wells for the Future; Affordable Housing - Victory Housing Trust; Business Forum - Tourism and Agricultural Roundtables; Coastal Planner/Coastal Pathfinder Project - emphasising the possibility of assistance for businesses affected by coastal change. The Chief Executive of NNDC had hoped to bring the final decision concerning the Unitary proposals for the county and he emphasised that this, of course, has a great bearing on the finances of future planning.
The NN Area Museums Committee discussed the merging of the NN District and Great Yarmouth Borough Area museums Teams, as a way of maintaining standards yet delivering savings and efficiencies. The NN museum leaflet for 2010 will be available for Easter and will detail the full programme of events for all, starting with children's art workshops - Easter Rabbits, Crafty Crabs! cromer.museum@norfolk.gov.uk.
The Shoreline Management Plan co-ordinated by the Environment Agency is now being finalised for approval after the consultation period.
