The Parish Council has held 10 meetings during the past year.

 

Wiveton Bridge Weight Restriction Warning Signs

 

New signs have now been installed but following concerns raised by the Parish Council the signs have been moved to ensure the drivers of large lorries etc have sufficient warning of the weight restriction.

 

Esker 

 

The Chairman was disappointed to report the illegal dumping of crab and shellfish waste on the Esker.  The waste had now been removed.

 

Future Management of the Glaven Valley

 

The Chairman gave a report on an informal meeting held on the 25th November with English Nature, Professor Tim OÕReidon and some land owners within the Glaven Valley.  The meeting agreed to investigate the possibility of the formation of a group of interested people to look at the management of the Glaven Valley which would aim to improve the wildlife, and to look at economically viable options in our area with an holistic approach.  English Nature has indicated that they would be able to help finance the meetings with the landowners.

 

Provision of a footpath on the Wiveton/Cley Road.

 

Thanks to the team of volunteers who helped with the provision of the new footpath, it was an excellent village effort.  Particular thanks to Derek and Carolyn without their support the footpath would not have been possible.  The Parish Council has financed the majority of this project but was very grateful to receive a donation of £300 from Cley Parish Council, £100 from Blakeney Parish Council and £250 from the North Norfolk District Council.

 

Realignment of the River Glaven 

 

The Parish Council have been informed that Defra might not be able to fund this project this year and therefore it is possible that the project may never happen.

 

Councillor Bernard Crowe and the Chairman had attended a site meeting regarding the proposed re-routing of the River Glaven.  The Chairman was pleased to report that English Nature had taken on board the concerns raised regarding the protection of the salt marsh habitat and the need to look after the wildlife in this area.

 

Traffic Calming Signs 

 

The Chairman has produced traffic claming signs which have been sent to Norfolk County Council for their consideration.

 

The following planning applications have been considered during the past year:

 

á      Display of non-illuminated direction sign at Leatherpool Place, Leatherpool Lane – Refusal for the display of advertisement

 

á      Mrs R M Stocks, Bones Cottage  -  Retention of lean-to extension at Bones Cottage -  Permission for Development

 

á      Wiveton Hall, Marsh Lane  -  Conversion of part of barn to holiday unit  -  Amended proposal which is as follows:

 

ÒThe proposal is for a part conversion of the north barns at Wiveton Hall into holiday accommodation rather than a residential unit.Ó    

 

The Parish Council had no objection to this application, they felt that there would be no objection to this application from the conservation authority. However the Parish Council was disappointed that this will be used for holiday accommodation instead of residential use.

 

á      2 The Willows, Chapel Street, Wiveton  -  Erection of rear Extension

 

The Parish Council had no objection to this application.

 

á      Rev P Norwood  -  Un-blocking and re-glazing of window at St MaryÕs Church, The Street, Wiveton -  Approved.

 

á      Halcrow   -  Blakeney Freshes Planning Application  for non-technical survey.

 

á      APT  -  Proposed Orange Base Station in Blakeney / Wiveton Area (Cell number NRF 0194 – Pre-application Consultation  -   This application has now been deferred until further information is available regarding the proposal to site the mast on the Church Tower.  The Councillors had discussed this application at considerable length and agreed the Chairman should prepare a response urging that the alternative site of the Church Tower is given further consideration.

 

á      Application for a proposed installation of O2 dish at St Nicholas Church Blakeney

There appears not to be a health and safety issue with regard to the location of the school.  Blakeney Church would receive the income

 

á      Conversion of part of barn to holiday unit at Wiveton Hall, Marsh Lane  -  Permission for Development.

 

á      Alterations to part of barn to facilitate conversion to holiday units at Wiveton Hall, Marsh Lane, Wiveton  -  Listed Building consent

 

á      Erection of fifteen-metre telecommunication pole with microwave dish – Cley Ate, Hall Lane, Wiveton.  The proposed 15-metre pole was reduced to 12 metres, which is a much more acceptable height.  The installation of the pole will be used for the Ambulance and Police Authorities – Permission for development.

 

á      Application for a proposed installation of O2 dish at St Nicholas Church Blakeney There appears not to be a health and safety issue with regard to the location of the school.  Blakeney Church would receive the income

Standing Orders

 

The following standing orders have been agreed by the Councillors:

 

i)               The present Agenda is acceptable

ii)             The Parish Council would meet for a minimum 10 meetings per year

iii)            A O B will be replaced with Items for Information on the Agenda but no decision would be made on items brought up under Items of Information.  These items would if necessary be included on the next Agenda.

iv)            Order of business would remain as it is

v)             4 Councillors would be required to constitute a forum at meetings

vi)            The Councillors had the right to request anyone to leave the meeting

vii)          Declaration of Interest

 

á      All Councillors would be required to declare an interest

á      Once a declaration had been declared the Councillor would take no part in the discussions

á      The Councillor would not be entitled to vote if they have declared an interest. 

á      If requested the Councillor could be invited to provide a point of clarification

 

viii)         A vote could be taken by either a show of hands or secrete ballot

ix)            Sub Committee decisions would need to be ratified by the full Council

x)             Delegation of power to the Clerk/Financial Officer to remain as at present.  The Clerk as the Executive Officer of the Council would advise the Parish Council on correct procedural matters.

xi)            Election of Chairman  -  The Councillors would have the opportunity to elect a Chairman at the Annual General Meeting each year.

xii)          The Councillors agreed that all correspondence sent out on behalf of the Parish Council was entirely confined to the views expressed and approved by the Councillors
